Brief description of job: The position is responsible for performing work involved in Natural Resources Planning and Environmental law compliance, including the National Environmental Policy Act (NEPA) and the National Forest Management Act (NFMA).

Participates in developing the unit program of work for all aspects or portions of the unit’s planning program. Advises, coordinates, or reviews the annual operating plans and budgets. Is responsible for developing the environmental analysis reports concerning resources activity. Participates in public relations events involving speaking engagements and field trips.
Serves as a main point of contact for NEPA activities for the unit and a primary expert in the development and processing of NEPA documents. Is the primary contact to the public and other Federal or public office on the NEPA processing of documents and appeals.
Performs field reconnaissance, collects, and analyzes data needed for preparation of environmental documents. Reviews permits, contracts, or work plans to ensure that the design criteria or mitigation specified in the NEPA decision have been incorporated into the implementing tool. Documents findings and makes recommendations on any needed actions. Reviews inquiries from Federal, state, or local officials, commercial interests, consulting firms, and private individuals to determine how best to comply with NEPA requirements and resource responsibilities.
Evaluates permits, contracts, and work plans to make sure that the design criteria or mitigation outlined in the NEPA decision have been combined into the implementing tool. Responsible for ensuring findings and recommendations are documented.
Advises the unit staff officers of the different levels of NEPA documentation based on information provided by the interdisciplinary teams. Conducts routine environmental studies and evaluations linking a variety of resources, such as social economics, land, air, water, timber, recreation, wildlife, fisheries, or special management areas.
Plans the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit’s work.
Occasional travel - Occasional travel for meetings and/or training may be requried.

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in behavioral or social science; or related disciplines appropriate to the position.
Combination of education and experience -- that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR**
Combination of education and experience with courses equivalent to a major described above, plus appropriate experience or additional education.
In addition to the requirements described above, the following additional education and/or experience are required for the grade(s) specified.
For the GS-9 level: Applicants must have one year of specialized experience equivalent to at least the GS-7 grade level. Examples of specialized experience are: Assisting in natural resource management activities; participating in environmental assessments and drafting segments of environmental impact statements; assisting in the permit review process by performing field inspections and collecting and analyzing environmental data; and assisting in planning one or more conventional environmental resources projects, such as construction, production, or reclamation initiatives and ensured compliance with environmental plans and stipulations. OR** a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related;
OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
