Engineering Project Manager II - Environmental
Supervises a team of contractors to manage railroad Waste Water Treatment Plants (WWTP), Environmental Compliance Reporting, and budgetary management and reporting. Responsible for maintenance and construction projects from project initiation to commissioning in a safe, high quality manner that ensures project completion on time and within budget. Take projects from conception to set-up, budgeting, bidding, coordinating contractors and materials, scheduling, forecasting and accruals, project close-out and capitalization.
Creates scope of work for maintenance, construction, and environmental projects;
Estimates material and labor requirements for projects based on scope of work developed or provided by others;
Creates project schedules based on resource leveling and coordinates with other operational departments to ensure time and resources are available;
Creates bid specifications and RFPs, obtains approvals, and enters purchase requisitions for procurement of materials or contractor assistance;
Manages processing and payment of project invoices;
Manages annual capital budgets in excess of $3M;
Manages regulatory environmental compliance program, including DMR, non-compliance resolutions, and permit renewals;
Completes monthly budget and schedule forecasts;
Coordinates weekly planning calls with field personnel regarding safety, project schedules and budgets;
Collects information from field managers needed for advance planning of future projects and prioritizes projects accordingly;
Identifies priorities and develops projects incorporating resources and materials;

Bachelor's degree from four-year college or university;
5 year(s) - Project management, Budget management, or Environmental related experience.
Railroad or transportation experience.
Travel up to 25% should be expected.
