Burns & McDonnell Quality Assurance Department Manager- Construction Design Build in Kansas City, Missouri


This position is responsible for the managerial direction and leadership of the quality department in the Construction Design Build (CDB), Global Practice. This position will build a team, grow the department in a dynamic and profitable manner based upon Burns & McDonnell's core values of safety, quality, client satisfaction, commitment, dedication, integrity, and overall outstanding service. Specific areas of responsibility include the following, with other duties assigned by senior management:

  • Manage the quality program for Construction, including both construction and supplier quality components. Markets to be contemplated in the quality program include, but are not limited to Transmission & Distribution, Oil Gas & Chemicals, Power Generation, Foods and Consumer Products, Manufacturing, Water/Wastewater, Commercial Construction, Aviation, Transportation, Facility, Mission Critical, and Federal.

  • Lead and coordinate quality-related efforts between the CDB Division and Burns & McDonnell construction and fabrication subsidiaries.

  • Interface directly with Engineering-based Divisions to drive seamless Engineer-Procure-Construct (EPC) quality programs both for domestic and international efforts.

  • Responsible for establishing strategic plans, policies and procedures at all levels so quality improvement efforts will meet or exceed internal and external customers’ needs and expectations.

  • Lead the Construction and Supplier Quality standards for all offices and provide guidance on the following: technical development, development of project-specific quality plans, internal contacts, internal consultant experts, and availability of personnel for quality reviews and execution .

  • Lead, develop, and supervise execution of supplier fabrication risk mitigation strategies consistent with internal and external client standards for procured engineered equipment and commodities.

  • Manage and effectively resolve supplier and subcontractor performance issues related to quality.

  • Lead the supplier corrective action program to ensure suppliers meet contractual quality performance requirements.

  • Lead or facilitate team to accomplish deliverables and provide appropriate support in cross functional audits, projects, and activities.

  • Develop a long-term strategic plan for growth and sustainability of the department.

  • Identification and management of necessary certifications and industry organization engagements within the department to provide appropriate subject matter expertise on behalf of the company.

  • Monitor quality plans for compliance with industry standards and project expectations.

  • Interpret existing policies and procedures for quality and performance compliance and revise accordingly to meet quality standards.

  • Responsible for recruitment, development, training, retention and evaluating performance of the quality team

  • Implement corporate quality initiatives, including coordinating with the Corporate Quality Team, Global Practices, Regional Offices, and Project Teams.

  • Recommend changes in basic structure and organization of the department to ensure the effective fulfillment of objectives assigned to it.

  • Advance and develop Department tools and workflows to increase efficiency of quality assessments, specification development, and project execution.

  • Promote and advocate the Burns & McDonnell Safety program.

  • Develop and conduct quality training targeting audiences both within, and external to the quality department, and champion employee development.

  • Identify, develop and direct the implementation of business strategies for the department, including operational strategies and procedures, marketing/proposal strategies, and support sales and marketing efforts as needed.

  • Execute projects that meet or exceed client expectations for quality, schedule, and budget.

  • Interface with both internal stakeholders and external clients for any matters related to the quality program and team.

  • Demonstrate creativity, foresight, and mature judgment in anticipating and solving problems.

  • Serve as a technical quality advisor, providing senior-level input and evaluation on projects.

  • Recruitment of top talent, development and retention of staff; mentor staff for division growth; train staff through internal and external resources, and guide staff on career development.

  • Support diversity initiatives.

  • Provide work assignments and review performance to provide qualified and efficient utilization of staff.

Organizing, leading, and conducting the annual performance appraisal process for department staff.


  • Bachelor's degree in engineering, construction management, welding technology, quality assurance, or related field from an accredited curriculum.

  • Applicable experience may be substituted for the degree requirement.

  • A minimum of 15 years quality control experience or at least 15 years working in the field of quality control in industrial construction and/or equipment manufacturing.

  • Strong desire and demonstrated ability to lead and manage a team located in multiple locations.

  • Exceptional people skills and ability to motivate others to achieve common goals and drive increased profitability in our organization.

  • Ability to partner effectively with Burns & McDonnell management across engineering, procurement, and construction disciplines.

  • Must have direct experience with heavy industrial equipment and materials in the energy and/or refining sectors.

  • Knowledge of general industry codes and practices with respect to civil, concrete, structural steel, mechanical equipment (rotating & fixed), piping, fire protection, electrical, instrumentation and controls

  • Certifications held in, or strong knowledge of, including active and/or previous involvement with national boards or committees in the area of construction and supplier quality such as ASME, AWS, ICC, NEC, Federal CQM, etc. is preferred.

  • Experience working for or with an EPC contractor is preferred.

  • Expert written and verbal communication; interpersonal skills, analytical/problem-solving skills.

  • Proven ability of applying intensive and diversified knowledge of principles and practices to broad areas of assignments. Proven ability of devising and leading implementation of new approaches to problems encountered.

  • Proven effective change agent.

  • Expert technical knowledge of suppliers’ products and capabilities.

  • Proficient in Microsoft Office.

  • Ability to travel domestically and internationally as required.
