Burns & McDonnell Section Manager - Transportation Planning & Policy (Kansas City) in Kansas City, Missouri


Burns & McDonnell has an exciting opportunity for a Section Manager in the Planning & Policy Department of the Transportation Global Practice. The Department supports the Transportation Global Practice, working with private sector and public sector clients. This position works under the guidance of the Department Manager and will have a critical role in developing the Planning Section of the department. This position will also have the opportunity to work in the areas of policy and stakeholder engagement.

Additional areas of responsibility include the following, with other duties as assigned to make the practice successful:

  • Mentor team members to enable the department to work at optimum performance.

  • Demonstrate creativity, foresight, and judgment in anticipating and solving problems.

  • Market company to our clients (internal and external) to build backlog and help advance the technical capabilities of the staff.

  • Assist the Department Manager in the strategic vision of the Planning & Policy Department in new transportation business lines that will position the firm with key clients and markets for long-term success.

  • Lead and assist with marketing efforts locally and nationally including proposals, client sales calls, and industry networking.

  • Lead and support recruiting efforts, identifying high-quality candidates to enable growth.

  • Establish and review budgets and schedules for related proposals.

  • Serve as the technical advisor and provide senior-level input and evaluation of project development activities.

  • Serve as project manager or technical lead, when required.

  • Monitor and maintain staffing levels, staffing loading, and staffing assignments to meet project requirements while maintaining billable goals.

  • Act as a coordinator/liaison with other global practices on activities related to project technical development.


  • Bachelor’s Degree in planning, engineering, or a related field required.

  • Minimum 5 years of experience required, 7 to 10 years of experience preferred in transportation/infrastructure-related field (public involvement/strategic communications, planning, or policy).

  • Working knowledge of local, state, and federal general planning practices, procedures, and standards.

  • Experience developing project scopes, scoping studies, technical development, and cost estimating of related projects.

  • Must have a strong understanding of various principles related to the Transportation industry.

  • Previous management experience is preferable.

  • Must demonstrate excellent oral and written communication skills, strong interpersonal skills, and the ability to clearly and effectively present complex information to all levels of employees, management, and clients.

  • Must possess strong project management skills and a strategic perspective.

  • AICP certification preferred.

  • Position requires up to 15% travel.
