The Boeing Company VWC Contract Experimentation Senior Manager in Saint Louis, Missouri


Phantom Works is seeking a Senior Manager for Contract Experimentation to lead contract experimentation for the Virtual Warfare Center (VWC), Boeing's large scale, mission level simulation environment. This individual will have overall responsibility for strategic alignment, planning, business capture, and execution of Phantom Works’ efforts related to delivering, under contract, an advanced learning experience to customers that uses the VWC. Contracts will be executed out of both VWC and customer facilities across several CONUS locations, requiring management of geographically dispersed direct and indirect employees.

Job Responsibilities:

  • This is a leadership position, and you will be responsible for the hiring, management, development and growth of both managers and employees within the organization.

  • Work closely/daily with other VWC senior managers to ensure resource alignment.

  • Opportunity identification and shaping, customer engagement, adherence to Boeing's Integrated Business Acquisition Process (IBAP), and proposal management.

  • Close collaboration with Phantom Works Global Sales & Marketing leadership, business support functions in finance and supplier management, training system stakeholders within Boeing Global Services, Field Marketing offices, and Government Operations.

  • Deliver a quality product to customers. Must perform Program Management activities that include but are not limited to cost, schedule, and technical performance tracking and reporting.

Basic Qualifications (Required Skills/Experience):

  • This position requires an activeTop SecretU.S. Security Clearance with the ability/willingness to obtain SAP and SCI access. (A U.S. Security Clearance that has been active in the past 24 months is considered active.)

  • Leading a geographically dispersed team.

  • Five years or more of experience leading a skills-diverse mid-level management team.

  • Implementing Project Management Best Practices and tracking / reporting performance to plan of a contract effort.

  • Managing a labor and capital asset budget including the ability to prepare a prioritized budget and forecast of finance, personnel skills, and capital asset needs.

  • Shaping and capturing Contract Research and Development (CRAD) business opportunities.

  • Hiring and mentoring engineering staff.

  • Experience with the unique needs and culture of both the Department of Defense and the Intelligence Community.

  • Highly polished presenter who can create high-level briefings for both internal executives and external high-ranking officials

Desired Qualifications (Preferred Skills/Experience):

  • Operational combat mission planning and operational analysis experience.

  • Experience with agile software development.
