Position Summary

Jacobs is currently looking for an entry level Urban Planner to work for our Advance Planning Group to be part of the national Urban Planning and Design practice in our St. Louis location.

Under supervision the ideal candidate will work with the Team Leader, Project Manager, or Department Manager on complex and novel assignments requiring design and planning solutions with state of the art thinking and techniques. The position is required to integrate technical and administrative activities with multiple design teams of Architects, Engineers, other design professionals and/or sub-consultants and contractors that are in multiple locations across the US.

Performs routine aspects of urban planning assignments applying knowledge of basic urban planning and design principles under close supervision. Typically receives instructions from and works under the direction of a senior level Planner. Develops plans for utilization of land and physical facilities of cities, counties, and metropolitan areas, applying diverse knowledge of planning principles and practices: Compiles and analyzes data on economic, social, and physical factors affecting land use, and prepares or requisitions graphic and narrative reports on data: Confers with local authorities, civic leaders, social scientists, and land planning and development specialists to devise and recommend strategies for land use and physical facilities for residential, commercial, industrial, and community uses.

Candidates must have the ability to effectively communicate in the English language, both in oral and written form and should be able to convey complex information in a clear, concise, and positive manner as well as prepare visual aids and make public presentations in a competent and professional manner.

Candidates must also demonstrate the ability to: analyze facts involved in the land-use and master planning decision-making process; conduct technical research; interpret and apply department policies and procedures; organize, prioritize, and independently perform work assignments; and manage numerous projects with constant deadlines in a demanding office environment.


  • Master’s degree in planning or a closely related field of study required.

  • Previous military service or experience is preferred.

  • Applicant must be a U.S. born citizen capable of obtaining a U.S. government security clearance.

  • Applicants must be able to understand and interpret federal, state and local land use laws and processes, as well as Comprehensive Plans, Development Codes, Ordinances.

  • Additionally applicants must have the ability to read and interpret planning maps, subdivision plats, legal descriptions, site plans and architectural drawings.

  • Experience with Microsoft Office Professional, Adobe Creative Cloud (InDesign, Illustrator, and Photoshop), and ESRI ArcGIS is required. AutoCAD and BIM software experience is also desired.

  • Interested applicants must submit a resume, writing sample (3pg max), and an example of graphic work products (hand, computer, and GIS).

  • The individual filling this position should be very self-directed and capable of independent decision-making. This person should also enjoy frequent interactions with and presentations to elected officials and members of the general public. This individual should also be capable of complex analytical thought processes.
