Federal Reserve Bank Facilities Project Manager in St. Louis, Missouri

The Facilities Project Manager is a member of the Facilities Planning, Design and Construction team that is responsible for the oversight of construction services for offices located throughout The Federal Reserve Bank of St. Louis’ district. The Project Manager (PM) leads all aspects of commercial construction projects through the project life cycle including initiation, planning and estimating, architectural/engineering design, procurement, construction, commissioning and close out of new buildings, large scale renovations of existing spaces and large infrastructure (mechanical/electrical/fire protection/plumbing) replacement projects.

** Responsibilities

  • Work collaboratively with Bank leadership, Facilities team members and other Bank stakeholders to ensure seamless project integration and construction

  • Accountable for overall project performance; monitor and control or project activities through day-to-day interaction with contractors and consultants to insure quality standards are met and the project is delivered on time and within budget, while meeting all project specifications.

  • Support long-term capital planning processes by leading the development of business case justification, conceptual plan development, constructability analysis, schedule development and cost estimating.

  • Develop and maintain a construction cost database for use for future project estimating.

  • Responsible for contracting process, selection of design consultants, vendors and construction contractors as necessary for each project.

  • Responsible for metrics tracking, associated reporting to leadership and stakeholders, and compliance with procedures.

  • Lead execution of multiple business plans and projects.

  • Promote and support Bank policies, procedures, mission, values and standards of ethics and integrity.

  • Develop and maintain project management processes, procedures, templates and databases for the Facilities Management department.

  • Achieve operational objectives by contributing information and recommendations to strategic plans and reviews; prepare and complete action plans; implement production, productivity, quality, and customer-service standards; identify trends and determine system improvements


  • Bachelor’s degree in Engineering, Architecture, Construction Management or related discipline or commensurate experience

  • 5 years of facilities management or commercial construction Project Management as an Owner’s Representative or General Contractor

  • PE license preferred

  • PMP Certification or ability to obtain PMP

  • Experience working in architectural/engineering design and/or construction management, including knowledge of construction methods, building systems and terminology.

  • Ability to lead and manage multiple priorities and operate in a faced paced environment with tight completion time frames.

  • Comfortable making difficult decisions, a drive for results orientation and able to apply sound fiscal policy and accountability with both internal and external constituents

  • Strong team leadership and outstanding interpersonal skill with ability to influence at all level of the organization

  • Excellent written and oral communication and presentation skills

  • Familiarity with work scheduling techniques, tools, and software

  • Ability to work extended hours as required based upon project management assignments.

  • Ability to analyze, prioritize effectively, problem solve and to work several tasks concurrently

  • Technical knowledge and ability to read construction drawings and specifications

  • Working knowledge of MS Project and AutoCad

  • Experience with Archibus is preferred
